The MCA has issued new guidance (MGN 703) concerning the training and competence of operators working with Remotely Operated Unmanned Vessels (ROUVs), certified under the Workboat Code Edition 3.
The information detailed in this MGN should be used by the owner/operator when determining the qualifications and competence of remote operators engaged in the operation of a ROUV.
The MCA is currently working with UK stakeholders to establish national standards for the certification, training and competency requirements for remote operators.
This MGN details interim information for an owner/operator of a ROUV, until a formal pathway for remote operator training and certification is established.
The document covers:
Responsibility of owners/operators, including safe manning levels, watchkeeping and handovers.
ROUV certification and in addition the extra levels of certification needed by operators should they be required to work with communications systems e.g. GMDSS or satcom.
It also gives guidance when a ROUV operator may also be included in general watchkeeping duties onboard the support vessel.
Due to the evolving nature of the technology, the MCA stresses that continued training should take place and that the MCA Maritime Cyber Security Training must be completed. There should also be vessel-specific training and familiarisations, and training as required by the Health and Safety (display screen equipment) Regulations 1992.
The MCA is also undertaking course approvals for training providers seeking to deliver recognised or approved training in ROUV operations. The full document gives a complete set of guidelines for subjects included in this syllabus.
