New list of language requirements for the owner’s manual of RCD vessels

Published on: 05 December 2019

EU Commission

The EU Commission has released a list of the language requirements for the owner’s manual of Recreational Craft Directive (RCD) vessels which are exported to the EU.

The updated requirements are as follows:

Essential Requirement 2.5 of the RCD 2013/53/EU requires that:

Each product shall be provided with an owner’s manual in accordance with Article 7(7) and Article 9(4). The manual must provide all the information necessary for safe use of the product drawing particular attention to set up, maintenance, regular operation, prevention of risks and risk management.

Article 7.7 states:

Manufacturers shall ensure that the product is accompanied by instructions and safety information in the owner’s manual in a language or languages which can be easily understood by consumers and other end users, as determined by the Member State concerned.

Article 9.4 states:

Importers shall ensure that the product is accompanied by instructions and safety information in the owner’s manual in a language or languages which can be easily understood by consumers and other end-users, as determined by the Member State concerned.

In order to assist manufacturers, the EU has compiled a list of the language requirement required by certain member states. Please be aware that the list is not exhaustive and therefore if the country of export is not in the list you must still ensure the correct language manual is provided with the product.
